Abstract
On behalf of National Cheng Kung University (NCKU) and assigned by Dr. Da Hsuan Feng, Senior Executive Vice President of NCKU, Prof. Wen-Bin Young and Prof. Ray-Lee Lin attended the Franco-Taiwanese Strategic Seminar, Toulouse, France, from Nov. 23 to Nov. 26, 2009, hosted by the Toulouse-III University (Université Paul Sabatier: UPS) with other professors from four Taiwanese institutes-- National Taiwan University of Science and Technology (Taiwan Tech), National Chung Cheng University, National Central University, and Academia Sinica. Besides the research labs of the University, Ray-Lee Lin also visited the manufacture factory of AirBus and Space City of Toulouse.

The strategic seminar provided a great platform to have the French and Taiwanese professors and researchers meet together to know one another for developing future cooperation programs. UPS is renowned worldwide and has many significant achievements in research and teaching. Since NCKU has had MOU with UPS, NCKU can reach other French and European academic and industrial institutes via this channel. Ray-Lee Lin will contact closely with Prof. Zissis to facilitate bilateral cooperation programs after this Franco-Taiwanese Strategic Seminar, such as student exchange program, industry internship program, dual degree program, and other bilateral programs sponsored by the National Science Council and French Government.

Objectives
The Franco-Taiwanese Strategic Seminar, Toulouse, France, was organized by Prof. Georges Zissis, University Toulouse-III (Université of Paul Sabatier: UPS), to invite Taiwanese professors to visit the research labs of University Toulouse-III and discuss possible cooperation programs.
